The Rosemary Award is bestowed annually on the government agency with the worst record for responding to Freedom of Information Act (FOIA) requests.
This award is given by the National Security Archive at George Washington University I. It is named after Rose Mary Woods, President Richard Nixon’s secretary and her improbable stretch(pictured at right), which allegedly caused that “accidental” erasure of 18 1/2 minutes of a key Watergate tape.
The FBI won this award for 2009 since over the past four years, they declared 66% of the time, that they couldn’t can’t find any records in response to FOIA requests. Other agencies use this response on average about 13 percent of the time.
